Mr. Horton, Director of Pharmacy Benefit Management Solutions (PBM), is an established leader in the PBM and Health Care industries. The lead consultant on several major PBM implementation projects for Medicare and the Department of Defense, he is an expert in all phases of PBM operations and associated business processes. In addition to his position at HighPoint, he is a Faculty Member responsible for developing and teaching Internet Curriculum at the University of Kentucky’s College Business Management Institute.

Early in his career Harold served as a Captain, Computer and Communications Systems Officer in the U.S. Air Force in Washington, DC. Among other duties he established and implemented security policies and procedures to meet Department of Defense Guidelines and was the lead analyst for two major systems supporting Pentagon Air Force decision-makers. He also wrote complex, interactive database retrievals and computer-generated reports for official in the Office of the Secretary of Defense. With a serious understanding of government procedures, he is an adept professional in PBM as it relates to Medicare Part D.

Harold holds a B.S. in Information Systems Management from the University of Maryland.
